Tucked between France and Spain in the high Pyrenees, Andorra offers a rare combination of alpine privacy, personal safety and one of the gentlest tax regimes in Western Europe. For investors who want a genuine European base rather than a passport of convenience, the principality's residency-by-investment route delivers exactly that: a real address, a real community, and a lifestyle built around clean air, outdoor living and financial calm.

The programme asks you to commit capital to the Andorran economy, most commonly through local real estate or other approved instruments, and to spend a modest portion of the year in the country. In return you gain a renewable residence permit, straightforward movement into neighbouring France and Spain, and access to Andorra's well-regarded private banking and healthcare systems.

CBIProgram guides applicants through every stage, from choosing the right investment vehicle to preparing documents, attending the required interview and medical, and settling in. Our aim is to make a move that looks complex on paper feel orderly and achievable in practice.

  • Residence requirement: 90 days per year

Program law

Residency is governed by Andorra's Immigration Act and Law 16/2013, administered by the Immigration Department, with free movement into France and Spain supported by the France-Spain-Andorra convention published under Decree No. 2003-739 of 30 July 2003.

Key benefits

Low-tax environment

Personal and corporate income is capped at a maximum rate of 10%, capital gains are generally excluded, and most other taxes are minimal, making Andorra one of Europe's most efficient places to hold wealth.

European mobility

A long-standing convention lets Andorran residents move freely into France and Spain for up to 90 days, and residents benefit from a simplified Schengen visa process for wider European travel.

Light presence rules

You keep your permit by spending only around 90 days a year in the country, leaving ample freedom to maintain interests and travel elsewhere.

Safe, private living

Low crime, a stable government and strong confidentiality make the principality a reassuring place to raise a family and manage private affairs.

Frequently asked questions

How long must I spend in Andorra each year?

The programme is built around a minimal physical presence of roughly 90 days a year, which leaves you free to travel and keep interests abroad while maintaining your permit.

Can my family be included?

Yes. A spouse or partner, dependent children up to the age of 25, and dependent parents can be added to the application, subject to a refundable deposit for each additional dependent.

Does Andorra tax my worldwide income heavily?

No. Andorra applies a maximum personal and corporate rate of 10%, generally excludes capital gains and keeps most other taxes very low, which is a central reason investors choose it.

Will I need to learn a language or sit an exam?

There is no language, education or professional experience test. You do need to show clean records, good health and sufficient income.

Can I eventually become a citizen?

Residency can open a long-term path toward naturalisation over time, though Andorra does not offer direct citizenship by investment and does not recognise dual citizenship, so this should be discussed carefully in advance.

Can parts of the process be done remotely?

Much of the preparation and even the final permit issuance can be handled remotely, but applicants aged 16 and over must travel to Andorra for the interview and medical examination.
